This top/Dress is so cute Tiffany has it on with jeans, she is rather tall and it would be too short with out leggings. So if you are on the shorter side then you could totaly wear this as a dress it has a linnig in the skirt not on the top so will want to wear a tank or bralette it also has Pockets!!
